There are one or two places, like the dropdown when selecting who to include in a report, where the list does not seem to be alphabetical.

Some lists are alpha by last name...that is a bit harder than by first name since it is much more obvious

Some lists seems to be alphabetical by first name. Some by last name. Either is ok, but every single dropdown should use the same technique whichever is chosen.
